[ARCHIVED] Stormwater Mitigation Program Addresses Citywide Drainage Issues

In 2022, the City of New Rochelle undertook a citywide drainage analysis spanning six critical watersheds. This expansive project, which included assistance and input from the local community, identified and studied flood-prone locations across the City to better understand the hydrology (overland) and hydraulic (stormwater network) for each watershed. 

The resulting data enabled the City to identify over 170 drainage improvement projects, which are now part of a comprehensive Stormwater Mitigation Program presented to City Council on October 10. The program encompasses a wide array of strategies both active and proactive, ranging from surface improvements and expanding system capacity, to green infrastructure and riverine improvements; and with timeframes from immediate and short-term to inclusion in the City’s 10 year capital program. 

 Key components include:

  • Enhanced Stormwater maintenance, increasing the frequency of catch basin cleaning and preventative maintenance of flood prone locations
  • Mini-drainage projects such as storm drain replacement, new curbing and manhole installation to target specific problem areas
  • Major Capital improvements, expanding system capacity and fortifying infrastructure
  • Intermunicipal coordination with neighboring municipalitiesparticularly concerning the Hutchinson River Flood mitigation. 
  • Directly assisting property owners who have suffered due to recent storms and providing long-term relief
  •  The City’s assessment grievance process is available for property owners who have experienced chronic flooding or whose property has sustained damage that has not yet been repaired, affecting market value.   • New York State grants of up to $50,000 may also be available for homeowners who sustained damages as a result of the July 2023 storms. The program is being administered through Habitat for Humanity-NYC and Westchester
  • A new resource guide is being created by the City for property owners contains best management practices for addressing stormwater issues on site, including information on cisterns, wells, pavers and rain gardens.

 “These remediation strategies build a more resilient and sustainable community by improving our infrastructure, reinforcing our ability to manage stormwater effectively, and providing relief to homeowners who have been adversely impacted by flooding, especially in recent years,” said City Manager Kathleen Gill.
