New Rochelle Achieves NYS Climate Smart Community Bronze Certification

CSC Bronze Award 2023 presentation

The City of New Rochelle is proud to have received Certification as a Bronze-level Climate Smart Community (CSC), in recognition of the City’s ongoing commitment to meet the economic, social and environmental challenges posed by climate change at the local level. The award was presented at a ceremony in Westchester County on October 2.

 A program of New York State, the CSC program is a set of more than 100 actions developed by the New York State Department of Environmental Conservation that provides a climate conscious roadmap for municipalities. As a designated CSC community since 2009, New Rochelle has committed to transitioning to zero carbon emissions, investing in community resilience, restoring ecosystems, and building a more just, healthy and livable future.

Achieving CSC Bronze Certification exemplifies New Rochelle’s progress toward addressing the City’s 2021 resolution declaring a climate emergency and meeting the goals of GreeNR, the City’s sustainability plan. New Rochelle’s climate smart actions demonstrate how New York State municipalities can meet the challenges set forth under the 2019 NYS Climate Leadership and Community Protection Act—which commits NYS to reducing GHG emissions, increasing renewable energy generation, and targeting no less than 35% of climate action benefits to historically disadvantaged communities.

“We are extremely proud to receive this CSC Bronze certification, which reflects our City’s commitment to local climate action and the dedication of City departments to complete over thirty Climate Smart actions. We will continue to work together with stakeholders and residents to improve our community’s resilience in the face of the escalating challenges of climate change,” said Deputy City Manager and Development Commissioner Adam Salgado.

Actions that gained New Rochelle Bronze Certification. included:

  1. Participating in regional climate programs through collaboration with Hudson Valley Regional Council, and partnerships with Sustainable Westchester and Adopt Clean Energy that promote private climate actions;
  2. Performing a community greenhouse gas inventory, installing EV charging stations and LED street lights, and planning for biking and walking
  3. Promoting a waste reduction education campaign and a community tag sale;
  4. Improving infrastructure for biking and walking, along with access to public transit through the Circuit free electric shuttle service and Veo ridesharing;
  5. Passing a complete streets policy, a comprehensive plan with sustainability elements, a municipal building benchmarking policy, a green infrastructure plan, smart growth policies, local food system policies, the NYStretch energy code, and PACE financing;
  6. Developing a local forestry and green jobs programs, conserving natural areas, promoting water conservation and farmer’s markets, and cleaning up brownfield sites.
