Waterfront Redevelopment Plans Advance
MOA Approved for “Pratt Landing” Waterfront Development
Plans to develop New Rochelle’s Long Island Sound waterfront took a large step forward this week with the City Council’s approval of a Memorandum of Agreement with Twining Properties, LLC.
The MOA will permit Twining to proceed with the design, development and construction of a mixed-use development on 12.5 acres of City property. During the first stage of this process, expected to take 12-18 months, the developer will prepare an Environmental Impact Statement (“EIS”), a comprehensive analysis evaluating the project’s benefits, costs, and effects on our region. Once the EIS is reviewed and approved, the City Council will have an opportunity to consider a Land Disposition Agreement. Public input will be welcomed at every stage.
Twining Properties first presented their development vision for the Echo Bay waterfront in October 2016. Their proposal calls for a mix of residences, stores, offices, open space and a hotel, surrounded by a waterfront esplanade and featuring a repurposed Armory. “While many additional steps remain, this is an important milestone in the City’s effort to reclaim the waterfront for public use and enjoyment,” said Mayor Noam Bramson. “Pratt Landing has the potential to strengthen our local economy, improve our environment, create new jobs and recreational opportunities, and enhance property values.”
