The Section 8 Housing
Choice Voucher Program is a subsidized rent program,
funded by the U. S. Dept. of Housing and Urban Development
(HUD) and administered locally by the City of New Rochelle.
We help tenants who would otherwise be priced out of
the local rental housing market: extremely low-income
households, senior citizens and disabled persons on
fixed incomes, or households who are displaced or homeless.
Tenants on our program
will pay between 30% and 40% of their household income
towards the rent. A Section 8 voucher funds a housing
assistance payment (HAP) to make up for the difference
between the tenant’s share and the actual fair
market rent. This HAP is sent directly to the landlord.
The dollar amount of Section 8 Housing Assistance Payments
will vary depending on the income of the household and
the approved rent for the apartment.
The regulations for the
Section 8 Program are set by HUD. Households must meet
eligibility requirements. Additionally, the prospective
housing unit must meet federal Housing Quality Standards
(HQS) before any subsidy is authorized.
Mission
The goal of the Housing Choice Voucher Program is to
enable eligible households to rent suitable housing
in the private rental housing market outside high poverty
neighborhoods. Once issued, a Housing Choice Voucher
remains with the family or individual as long as they
remain eligible, even if they move into another apartment.
Housing Choice Vouchers are portable, enabling holders
to seek housing anywhere in the United States, including
Puerto Rico.

The Section 8 office is always looking for available
units in New Rochelle. If you have available rental
property, contact us. We accept any legal unit that
passes our Housing Quality Standards inspection: from
single and two-family homes to multi-family dwellings.
Rent Guidelines:
Our guidelines are called Payment Standards. They are
set annually by HUD and based upon the fair market rents
HUD feels will be affordable for most tenants in this
area. If the rent you charge is over our payment standard,
the excess is added to the tenant’s share.

questions:
Q. Does the Section 8
office dictate to whom I may lease an apartment?
A. NO. As a landlord, it is a good idea to screen all
potential tenants, whether they have Sect. 8 or not.
It is your prerogative to rent to whomever you feel
will be a good tenant.
Q. I have a multi-family
dwelling. If I rent to one Section 8 tenant, do I have
to rent all my units to Section 8 tenants:
A. NO. You have no obligation to do so.
Q. If my Section 8 tenant
moves out, do I have to replace them with another Sect.
8 tenant?
A. NO. You are not obliged to do so.
Q. What happens upon expiration
of the lease term for my Section 8 tenant?
A. At the end of the initial one-year lease term you
may offer them a lease renewal if you choose to.
Q. How do I get a rent
increase?
A. Negotiate one with your tenant annually at lease
renewal time.
