Patrick J. Carroll is the Police
Commissioner for the City of New Rochelle Police
Department. During his tenure, he has established
the community policing philosophy of "PACT"
(Police and Community Together) and re-engineered
the Department with an emphasis on technology,
incorporating wireless communications, photo imaging
and crime mapping.
During his 28 years with the
NYPD, he was instrumental in restructuring the
curriculum for police recruits, and in 1984, coordinated
the largest drug task force ever undertaken by
the Department. As a precinct commander, he was
responsible for the busiest of the 75 precincts
in the City. The Commissioner's last assignment,
as Commander of the Emergency Service Unit, had
him directing personnel in the World Trade Center
bombing, the Lufthansa hijacking at Kennedy Airport
and the Urban Search and Rescue Unit of the Federal
Emergency Management Agency (FEMA).
He received his Bachelor's of
Science Degree in Criminal Justice from John Jay
College and his Master of Arts Degree in Urban
Affairs from Hunter College in New York City.
He is also a graduate of the Police Management
Institute of Columbia University.
