Patrick J. Carroll is the Police Commissioner for the City of New Rochelle
Police Department. During his tenure, he has established the community policing philosophy of Police and Community Together (PACT) and re-engineered the Department with an emphasis on technology, incorporating wireless communications, photo imaging, and crime mapping.
Prior to joining the City of New Rochelle, Commissioner Carroll served with the New York Police Department (NYPD) for 28 years. He was instrumental in restructuring the curriculum for police recruits and coordinated the largest drug task force ever undertaken by the Department in 1984. As a precinct commander, he was responsible for the busiest of the 75 precincts in the City.
The Commissioner's last assignment, as Commander of the Emergency Service Unit, had him directing personnel in the World Trade Center bombing, the Lufthansa hijacking at Kennedy Airport, and the Urban Search and Rescue Unit of the
Federal Emergency Management Agency (FEMA).
Commissioner Carroll received his Bachelor's of Science Degree in Criminal Justice from John Jay College and his Master of Arts Degree in Urban Affairs from Hunter College in New York City. He is also a graduate of the Police Management Institute of Columbia University.
During his distinguished career, Commissioner Carroll has been the recipient of numerous awards, the most recent being Community Service Award (2002), Young Israel of New Rochelle; Government Leader of the Year (2005), New Rochelle Chamber of Commerce; Community Service Award (2003), Huguenot Lions Club; and the Civic Day Award (2004) Boys and Girls Club of New Rochelle.
Commissioner Carroll is a member of the International Association of Chiefs of POlice; American Academy of Professional Law Enforcement; Police Executive Research Forum; New York Association of Chiefs of Police; Westchester COunty Chiefs of Police Association; American Police Association, National Law Enforcement Associates; and the New Rochelle Police Foundation.
