Echo Bay Redevelopment Project

Last December, the City of New Rochelle selected Forest City Residential, Inc. to prepare a Master Redevelopment Plan for Echo Bay. Echo Bay is a sheltered inlet located on the Long Island Sound. While the entire Echo Bay project area consists of over 20 acres of land, the City owned land and the Con Edison property, which is under contract by the City, consists of approximately 12 acres. The City owned/contracted sites include the City Yard (to be relocated), the City Armory, the former Mancuso Marina, and the Con Edison site. The City’s vision for the redevelopment of Echo Bay is clear; to enhance views and vista’s of the Long Island Sound from Main Street, create public access to the water for local residents and visitors, and to provide residential living on the waterfront at a density that is in scale with development elsewhere in the community.

  • Exclusivity Period: February 2007 through August 2007 (extension available by request)
  • Memorandum of Understanding: October 2007
  • State Environmental Quality Review (SEQR): October 2007 through June 2009
  • Land Development and Disposition Agreement: Fall 2009
