Last December, the City of New Rochelle selected Forest City Residential, Inc. to prepare a Master Redevelopment Plan for EchoBay. EchoBay is a sheltered inlet located on the Long Island Sound. While the entire EchoBay project area consists of over 20 acres of land, the City owned land and the Con Edison property, which is under contract by the City, consists of approximately 12 acres. The City owned/contracted sites include the City Yard (to be relocated), the City Armory, the former Mancuso Marina, and the Con Edison site. The City’s vision for the redevelopment of EchoBay is clear; to enhance views and vista’s of the Long Island Sound from Main Street, create public access to the water for local residents and visitors, and to provide residential living on the waterfront at a density that is in scale with development elsewhere in the community.
