| COMMUNITY DEVELOPMENT BLOCK GRANT & HOME PROGRAMS
The Department of Development coordinates the administration of the Community Development Block Grant and HOME programs received from the United States Department of Housing and Urban Development.
The New Rochelle Department of Development is the City’s Lead Agency for the Consolidated Plan.
The Consolidated Plan establishes funding priorities for the City’s CDBG and HOME programs. The New Rochelle Housing and Community Development Consolidated Plan for 2003-2007 is a comprehensive planning document based on 2000 census data. It identifies the City’s needs and investments in housing, homelessness, community development, and economic development. The Priorities and Needs identified in the Consolidated Plan were the basis for investing CDBG and HOME funds in the Annual Action Plan during the last five years. The 2007 Action Plan is the fifth and final year of the 2003-2007 Consolidated Plan.

Currently, the City of New Rochelle is in the process of preparing the 2008-2012 Consolidated Plan which will be submitted to HUD in November 2007. We welcome you to participate in the process!
The Citizen Comment Period for the Draft Consolidated Plan extends from October 1 though October 31, 2007. A Public Hearing will be held on October 16 th at City Hall Council Chambers at 8 P.M.

What is the Five-Year Consolidated Plan?
- The Consolidated Plan is a reporting document required by the Department of Housing a Urban Development (HUD) every five years of any entity that receives federal funding through HUD.
- This document also acts as an application to HUD for funding.
- The purpose of the Consolidated Plan is to provide HUD with the City’s plan to pursue identified goals for all community planning and development programs and housing programs for a five year period.
- The 2008-2012 Consolidated Plan for New Rochelle will include the Community Development Block Grant Program (CDBG) and the Home Investment Partnerships Program (HOME).
What is the Annual Action Plan for Community Development Block Grant and HOME Programs?
- The Annual Action Plan is a planning document that is required by HUD every year.
- The Action Plan for New Rochelle will also act as an application for funding for the 2008 funding round.
- The purpose of the Action Plan is to provide HUD with the City’s goals for 2008 and how the City plans to address these goals.
- The 2008 Action Plan will also provide HUD with an outline of how the City will distribute their annual allocation.

Focus Group Meetings
- Three public focus groups were held in April 2007, in accordance with HUD requirements, to allow citizens the opportunity to provide input on community needs.
- The meeting addressed three main goals:
- Decent Housing
- Economic Opportunity
- A Suitable Living Environment
- The public focus groups focused on gathering information for:
- The Housing and Community Development Needs Assessment
- The Five Year Strategic Plan
- The focus groups are part of the City’s compliance with HUD’s citizen participation requirements.
- New Rochelle understands the importance of public participation in the Consolidated Plan process.
- Public comments received at this meeting will allow the City to accurately address priority community needs in the 2008-2012 Consolidated Plan.

- Needs -What are the community needs? Are there large service gaps?
- Addressing Needs - What approaches can we take to address the needs discussed above?
Online Survey for Citizen Input
- The City of New Rochelle will be posting an online survey on May 15, 2007 to continue gathering information for the Consolidated Plan.
- This survey will be available for completion for a 30 day period.

B. COMMUNITY DEVELOPMENT BLOCK GRANT
The City of New Rochelle receives annual federal funding for community projects and programs targeting low-income and special needs persons. According to HUD guidelines, the City’s priority is to fund activities that are of the most benefit to low and moderate income persons. Funding applications must indicate how benefits will be extended to these citizens.
Funding applications for Community Development Block Grant funds Because there are stringent rules that accompany federal funds, the City encourages persons interested in applying for Community Development Block Grant to read carefully through the first section of our CDBG Funding Application, “Guidelines for CDBG Applications”. There is strong competition for these funds and there are many community needs. Awards for these funds will be made based on the highest benefit to our citizens.

B. HOME PROGRAM
New Rochelle is a Participating Jurisdiction for HUD’s HOME Investment Partnerships program (HOME). It receives HOME entitlement funds annually that it can use to promote affordable housing in the City through activities such as homeowner rehabilitation and construction of new affordable units.
HOME grant funds have specific requirements applicable only to HOME activities such as a 25 percent match with non-Federal funds for HOME dollars allocated to a project. The City of New Rochelle directs its HOME allocations into developing new housing units through its partnerships in the affordable housing industry.
Applications for HOME funds may be submitted on a rolling basis throughout the year and will be reviewed on a case by case basis.
