Keeper
Officially, the Clerk's Office
maintains, indexes, and records the land record
and minute books, the only official documents of
activities of the city government. These are retained
permanently for legal and historical purposes.
In fact, the Clerk's
Office is responsible for all records: active files,
storage and disposition of inactive records as well
as the careful maintenance of archival material.

Registrar of Vital Statistics
As registrar of vital statistics,
the City Clerk is the appointed keeper of all birth,
marriage and death records in the City of New Rochelle.
The Clerk's Office issues birth certificates, marriage
licensees and certificates as well as burial permits
and conducts genealogical searches. (Note: these
records are not public information).

Licensing Officer
As licensing officer, the Clerk's
Office issues City and State licenses and permits,
including licenses for: dogs, kennels, amusement
devices, video games, auctioneer, billiard tables,
bingo, bowling alleys, Christmas trees, film production,
games of chance, peddlers, tree surgeon, window
cleaner, second hand article dealer, second hand
motor vehicle dealer, private parking lots and open
air events. The Clerk's Office bills, collects and
disburses associated funds to the appropriate local
or state fiscal officer.

Records and Information
The Clerk's Office maintains
and codifies records of adopted City ordinances
and local laws, City Oaths of Office, petitions,
proofs of publications, annual budgets, fiscal reports,
zoning ordinances and maps.
Your right to know
about city government is covered under the Freedom
of Information Law and falls under the jurisdiction
of the City Clerk.
Copies of the annual
city budget, building codes, the code of the City
of New Rochelle, election district guides, election
district maps, fire prevention codes, Council Minutes,
zoning maps, zoning ordinances, and letters of residency
are available on a fee basis.

Election Official
In accordance with Federal and
State regulations, the City Clerk is the coordinator
for Primary and General Elections. The Clerk advises
the County of vacancies for elections, and oversees
polling places and equipment. Special City Elections
and permissive or mandatory referendums are overseen
by the Clerk, too. Voter registration forms and
Absentee ballot applications are available from
the Clerk's Office.
